Who sets prayer times in the UK
There is no national authority: every British mosque sets its own timetable. In London most of the major mosques follow the Unified Prayer Timetable for London. They agreed it among themselves and adopted it from Ramadan 2011. Users include the Islamic Cultural Centre and London Central Mosque, the East London Mosque and Muslim Welfare House. Outside London, mosques generally use Muslim World League angles (Fajr 18°, Isha 17°), the basis this page applies. This is why two mosques a few miles apart can print different times. It is worth checking your own mosque's timetable, rather than assuming a single national answer exists.
The Asr split in British mosques
Britain's Asr time depends on which mosque you attend, and the split is real. The most recent mosque census counted nearly 2,000 active British masjids. Deobandi and Barelvi mosques are both Hanafi, and together around two thirds of that total. They call Asr on the second-shadow rule. Arab, Salafi, Somali and West African mosques use the earlier standard time. Many British timetables print both columns for exactly this reason, and so does this page. Three landmarks stand out. London Central Mosque in Regent's Park was designed by Sir Frederick Gibberd and completed in 1977. The East London Mosque in Whitechapel opened its current building in 1985, and was among the first in Britain permitted to broadcast the adhan aloud. Birmingham Central Mosque was built in 1969.
