Who sets prayer times in Turkey
Turkey is the rare country with one truly national timetable. The Presidency of Religious Affairs (Diyanet İşleri Başkanlığı) publishes official prayer times for every province and district. Every mosque in the country calls the ezan by them. The Diyanet calculation uses Fajr at 18° and Isha at 17° below the horizon. Those are exactly the parameters this page applies to the city's own coordinates, so the times here track the official Turkish convention. Ramadan and Eid dates are announced centrally by the Diyanet too, so the whole country begins the fast on the same morning.
From the Blue Mosque to Süleymaniye

So sunset in the east comes almost 80 minutes before the west: iftar in Kars is long finished while Izmir is still waiting.
