India's Asr time genuinely depends on where you are. Sunni Muslims across most of the subcontinent are Hanafi. The Mappila Muslims of Kerala, coastal Karnataka and Tamil Nadu are predominantly Shafi'i, and their timetables use the earlier, first-shadow Asr. Many Indian mosques simply print both.
